water is couldy and the tank seem to be dirty. I am sure with better maintenace the tank will look better.

While your tank is pleasnt it is not in show-shap. The water is cloudy and there are damaged plant leaves that could be removed. In terms of the layout try a stronger design with your rockwork as a foundation for your nice stand of Java fern. Perhads some Anubias in the mid ground would help too. They would work well with your low maintenance/slow growth style while giving some texture and interest.
